Same name, different engineering. The mistake is treating the body as if it were commodity. A 500V fuse tube and a 36kV fuse tube are different products, and using the wrong one is one of the few ways a fuse design can fail catastrophically.

What actually changes inside

The element geometry changes - longer, narrower, more precise mass - to give the I2t the system needs. The filler is sized to absorb the arc energy without pressurizing the tube. The end caps seal the tube to a tested pressure. Data density point: a high-voltage fuse tube that ruptures does not just "fail" - it vents plasma into the cabinet. The body is a pressure vessel, and the engineering is in keeping that pressure vessel intact at fault current.

The bore is the part nobody quotes

Above 1kV the body is structural, but the bore is what the element lives in. Concentricity decides the element standoff; a bored or wound tube that is off-centre raises the local field and fails the type test or tracks in service. That is why a filament-wound or vulcanized-fiber composite tube is specified on bore tolerance and burst strength, not just on outer diameter. The thread or hole features for the end caps are a second machining step that has to hold dimension across a small batch.
